When Nova Scotian delegates like Charles Tupper returned home from the Quebec Conference, they were met with trouble. Opposition leaders, particularly Joseph Howe, were stirring up hostility against a union. One of the 72 resolutions was to grant a subsidy (financial support) based on macrocosm to each of the provinces from the central government every year and Nova Scotias portion only amounted to cardinal cents per person. Tupper knew that if he tried to introduce the 72 resolutions to the assembly in Nova Scotia, it would be get the better of because of the amount of support that Joseph Howe had.
Instead, he stalled for more time and tried to destroy the arguments of those against confederation, but people were deeply divided. News of a Fenian threat to New Brunswick scared Nova Scotians and some thought that Nova Scotia qualification be invaded too. There was talk that Nova Scotia should join the union if they original a better deal from Ottawa. Tupper suggested that the delegates from all the provinces should meet in London to work out a plan that would punish everyone. While the delegates were in London, Joseph Howe continued his fight against Confederation. Nevertheless, Confederation became a reality and Nova Scotia entered the partnership without calling an election and putting the 72 resolutions to a vote in Nova Scotia.
